Manufacturing
Our policy focus on manufacturing, innovation and investment
Our focus: Manufacturing
Manufacturing is a cornerstone of Maryland’s economy — driving innovation, supporting high-wage jobs and strengthening the state’s global competitiveness. From advanced electronics and life sciences to food production and chemicals, manufacturers across Maryland play a vital role in sustaining local communities and powering economic growth.
Today, Maryland is home to thousands of manufacturing firms employing more than 100,000 workers and contributing roughly $27 billion annually to the state’s economy. These businesses are essential not only for job creation, but also for exports, supply chain resilience and technological advancement.
Why This Matters:
A strong manufacturing sector delivers broad-based benefits, including family-sustaining careers, innovation and investment, economic impact and community strength. As Maryland competes with other states and countries for investment, maintaining a strong manufacturing base is critical to ensuring long-term prosperity.
Key Issues Include
Despite its strengths, Maryland’s manufacturing sector faces several policy and economic challenges:
- Cost competitiveness — Higher labor, energy and regulatory costs can make it more difficult for manufacturers to expand or locate in Maryland
- Workforce shortages — Like much of the nation, manufacturers face a growing skills gap and difficulty filling open positions
- Regulatory complexity — Compliance burdens and inconsistent policies can create barriers to growth and innovation
- Energy demands — Manufacturing is energy-intensive, making access to reliable, affordable energy essential
- Technology adoption — Smaller manufacturers often need support to modernize and remain competitive in an increasingly digital economy
