Bill Summary: This bill provides that the primary objective of the Public Service Commission is to obtain the lowest rates for consumers when setting a just and reasonable rate of an electric company or gas company. It also provides that the primary purpose of the Commission when carrying out specified functions relating to natural gas suppliers is to obtain the lowest rate for gas consumers.

Position Summary: This bill sets that the primary objective of the Public Service Commission is to obtain the lowets rates for consumers by electric and gas companies, without regard to procedure or market prices. Rates are driven by a number of different quantitative factors that cannott be regulated by subjectivity.

For these reasons, the Maryland Chamber of Commerce opposes this legislation.
