Bill Summary: This bill would have delayed the implementation of new stormwater regulations until May 4, 2020.

History: This bill was withdrawn by the sponsor due to the adoption of emergency regulations developed and agreed to by the local government, environmental and business communities and approved by the AELR Committee to address the issue. The emergemcy regulations provided flexibility for redevelopment projects and grandfathering of projects that have already passed the preliminary plan phase.

Chamber Position: Support

Position Summary: The Chamber supports efforts to clean up the Chesapeake Bay, and the Chamber supported the 2007 Stormwater Management Act. However, the implementation of the regulations must provide local jurisdictions flexibility for redevelopment projects and grandfathering for projects already in the development pipeline. The Maryland Chamber urged the Maryland Department of Environment to address these implementation issues before the regulations went into place.
