Bill Summary: Requiring an electric company to operate its own peak-load or other generating facility for standard offer service; requiring specified percentages of an electric company's standard offer service to be generated within the State over a specified period; requiring the Public Service Commission to determine a specified statewide level of electricity usage from 2008 and to establish a baseline electricity level from it; etc.

History: SB 853 was introduced last year - 2007 by Pipkin, Della, and Rosapepe. It saw no movement.

Chamber Position: Oppose

Position Summary: This legislation does not take into consideration the cost requirements and level of supply demand applied to electric companies if placed into law. The legislation would negatively impact those companies impacted by such a mandate.

Therefore, the Maryland Chamber of Commerce opposes this bill.
