Bill Summary: Thie bill alters the renewable energy portfolio standard by increasing the percentages of electricity sales that must be met in specified years through the accumulation of renewable energy credits from specified sources; redefines a specified renewable energy credit; etc.

Chamber Position: Oppose

Position Summary: The Maryland Chamber of Commerce (“Maryland Chamber”) understands the need to develop a new renewable energy source. However, the Maryland Chamber has concerns regarding language in the legislation that requires an increase in penalties for failure to meet the new standards. Assessment of the bill indicates that SB 209 raises the penalties because qualifying Tier 1 renewables (wind and solar) are so expensive. By mandating those renewables or the penalties there is a guaranteed increase in electric rates.

If passed in its current form, SB 209 would significantly increase electric rates to businesses, in particular. The potential for increased electricity costs to these businesses is problematic and discouraged, especially with an economic climate, such as what Maryland and the country are currently experiencing. Businesses simply cannot afford to take on this unnecessary additional financial burden.

For these reasons, the Maryland Chamber opposes this legislation.
