Bill Positions

Bill Number: SB 193

Bill Title: Dorchester County - Electric Transmission Privilege Tax

Bill Sponsor(s): Sen. Colburn

Subject: Budget & Taxation

Committee: B&T

Bill Summary: This bill would authorize the County Council of Dorchester County to impose a tax on the privilege of engaging in the transmission of electricity in the county.

History:

Chamber Position: Oppose

Position Summary: The Chamber opposes establishing a precedent for a county to impose a privilege tax on companies engaging in electric transmission. Such a bill would allow a local jurisdiction to export its tax burden beyond its borders to other customers in the service area and potentially discourage much needed improvements to electric transmission facilities. As local governments already impose business personal property taxes on electric transmission lines within their jurisdiction, this legislation is not appropriate.
