Bill Number: SB 181

Bill Title: Health Insurance - Child Dependents - Qualifying Age Limit

Bill Sponsor(s): Sen. Brochin

Subject: Health Care

Committee: FIN

Bill Summary: This bill would increase from age 25 to 30 the limit for a child dependent to remain on an insured's health insurance plan.

History: HB 1057 of 2007 was enacted, and required health insurance carriers to allow a child dependent to remain on an insured's plan until age 25. After amendments, the Chamber took no position on the legislation.

Chamber Position: Oppose

Position Summary: The Chamber did not object to legislation enacted in 2007 to allow child dependents up to age 25 to remain on an insured's policy in order to accommodate the transition of students into the workforce. However, we do not believe it reasonable to further extend the limit to age 30. Such a change would add to employer costs by inflating the number of adult employee dependents. Reasonably priced health policies exist for young adults through the individual market or the Maryland Health Insurance Plan.
