Bill Number: HB 1278

Bill Title: Municipal Corporations - Green Tax Reform

Bill Sponsor(s): Delegate Carr, et al.

Subject: Budget & Tax

Committee: W&M

Bill Summary: Exempts inventory of a manufacturer or commercial business from the municipal property tax; and allows a municipal corporation to impose by ordinance a sales and use tax on electricity, gas, steam, coal, fuel oil, or liquified petroleum gas used by commercial and industrial businesses in the municipality.

History: None

Chamber Position: Oppose

Position Summary: A new sales tax on fuels is not a fair trade off for the inventory personal property tax exemption. In addition to being a new tax cost, the sales tax adds a new layer of tax compliance and therefore complexity for businesses.
