Bill Summary: This bill will extend the duration of the Blue Ribbon Commission to Study Retiree Health Care Funding Options, provide for a second interim report by 12/31/10, and require a final report by 12/31/11.

History: The Blue Ribbon Commission to Study Retiree Health Care Funding Options was established in 2006 to make recommendations on how to address the State's $15 billion unfunded liability for employees' and retirees' health insurance costs. In 2008 the Commission was extended to 12/31/09. In 2010 HB 771 was enacted as Chapter 561.

Chamber Position: Support

Position Summary: State costs for employee and retiree health insurance have grown by $374 million since FY 02, a 77% increase. The $15 billion unfunded liability for future costs continues to grow unabated. We recommend that the Commission address this urgent problem this year.
