Bill Summary:
This bill would have moved Maryland closer to adoption of the streamlined sales tax agreement by: (1) repealing a contingency of federal legislation first being enacted; and (2) requiring the Comptroller to submit to the Governor by 10/1/09 draft legislation and regulations identifying changes to laws and regulations necessary to enact the streamlined sales tax agreement.
History: Since 2000, 22 of the 44 states with sales taxes have adopted the streamlined sales tax agreement that would simplify and modernize sales tax administration. In exchange, "remote sellers" selling products over the Internet or by mail order are encouraged to collect tax on sales for customers living in those states. The bill died without a vote in the Ways & Means Committee.

Summary: Adoption of the streamlined sales tax agreement is in Maryland's best interests, as it would raise significant revenues from out of state sellers and level the playing field for Maryland based retailers selling similar products that are currently subject to the sales tax. Simplification of the state's sales tax laws and administration would also benefit Maryland retailers.
